إن من مسلمات الأمور والتي يعرفها القاصي والداني أن مدينة كركوك العراقية والتي كانت دوما رمزا للتآخي القومي والتسامح الديني هي من المراكز الرئيسية التي يسكنها تركمان العراق وهي ذات أغلبية طاغية لم تفلح محاولات تغيير واقعها القومي من تعريب أو تكريد طمس معالمها القومية وتمسكها بوحدة التراب العراقي والوطن الواحد.
لقد أوردت الوثائق الرسمية والمصادر التاريخية بشكل لا يسمح مجالا للشك هذه الحقائق التي لم تنكرها سلطات التحالف وأفرزت لمدينة كركوك وضعا خاصا وتعاملت مع الحركات التركمانية السياسية في رسم مستقبل هذه المدينة الصابرة.
لذلك فأن تصريح السيد بول وولفيتز، نائب وزير الدفاع الأمريكي بأن مدينة كركوك هي مدينة خليطة من العرب والأكراد وتجاهل ذكر التركمان فيها بشكل كامل ما هو إلا إعادة للمحاولات التي تطبخ لدى بعض المتنفذين في الإدارة الأمريكية لرسم خريطة مشبوهة لمستقبل هذا القطر وإجحاف كامل لمنطق التاريخ والجغرافيا، بل يشكل تعارضا لما صرح به الرئيس جورج بوش، رئيس الولايات المتحدة الأمريكية في أكثر من حديث وخطاب والذي تطرق إلى الوجود التركماني في العراق بصريح العبارة، والجدير بالذكر أن العرب والأكراد الذين ذكرهم وولفيتز يعلمون هذه الحقيقة.
إننا نناشد البيت الأبيض الأمريكي وفخامة الرئيس جورج بوش للتدخل الفوري لمنع المحاولات الرامية للقضاء على الهوية التركمانية لهذه المدينة وغمط حقوق المواطنين التركمان ثقافيا وقوميا وسياسيا في ظل سلطة قوات الائتلاف، والإيعاز إلى الوزارة المذكورة لتصحيح المعلومات الخاطئة والتصريحات اللامسؤولة التي تسيء لمصداقية الولايات المتحدة الأمريكية وتطبيق المباديء التي نادى بها الرئيس بوش في خطابه للأمة وجميع التصريحات السابقة التي أكدت عدم السماح للتمايز العرقي وخلق حالة من الإجحاف بحق أية قومية عراقية.

A Protest Memorandum
about the Turkmen City of Kirkuk

No one can deny the fact and the reality of the ethnic situation in the Iraqi Turkmen city of Kirkuk. For centuries, the Turkmen had promoted religious and ethnic tolerance and mutual coexistence with other minorities within their territories. All the previous attempts by the previous regime and Kurds to change the ethnic demography of the area and to shake the loyalty of the Turkmen to the unity of Iraq as a nation have failed.
Historic facts and documents has granted a special status to the city, moreover, the Coalition Forces have realized the uniqueness of the situation and has carefully recognized the delicacy of the mater and considered proper actions in involving the Turkmen political parties in formulating the future of the city.
But Mr. Paul Wolfowitz; Deputy Secretary of Defense in a statement about the city has erroneously pointed out that the city is made of a mixture of Kurds and Arabs and totally ignored the reality of the Turkmen majority in the city in a malicious attempt to push forward the interests of certain influential individuals in the United States Administration that are promoting a dubious future for Iraq.
His statement is irresponsible, totally unfair and he has intentionally ignored historical and geographical facts about the matter. Furthermore, he has also disregarded President Bush’s many clear statements on various occasions that recognized the Turkmen in Iraq. Moreover, the Arabs and the Kurds, whom Mr.Wolfowitz has referred to, know this fact as well.
We respectfully appeal to President Bush and the White House to stop such unfair attempts that insults and ignores the political, ethnic and cultural rights of the Turkmen in Iraq under the Coalition Forces Administration. Therefore, we request that the Defense Department should issue a correction for the irresponsible statements made by the Deputy Secretary Wolfowitz , his statements definitely harmed the position of the American government and contradicted President Bush’s principles that were stated in his address to the nation or other statements that were made previously assuring that his Administration would not tolerate any ethnic discrimination or denial of all the rights of the Iraqis.
